Having problems in not getting full strong bottom notes?
Are you sealing the tone holes correctly?
Even with a slight gap on the top hole you will be able to play some of the notes but the lower ones will be very weak.
It the tuning slide loose? If so then a little more teflon tape is needed. Any air escaping through here will also make the bottom notes weak.
Sometimes depending how you blow it will make the bottom notes weak, somtimes the more tension is in the mouth when holding the whistle the less you can push the bottom notes.
